A good grasp of English is an end in itself and "buys" nothing that would be of value to a semi-literate person - it's also a mark of respect to the people with whom one is trying to communicate.
Tellingly, you seem to regard possessions as some sort of indication of personal worth, which probably says all that is needed. Since you ask, my work has bought me properties in several prestigious parts of Sofia (including Boyana, I'm afraid), together with two in London, another in the UK countryside, one in Greece and an 80 acre estate in France with a mas dating back to to the 15th century. Unlike you, I don't feel the need to boast about such things however: there are many people, both richer and poorer than I, who make better contributions to the world and the people in it; sadly, I have seen no signs that you figure among their number.

Do you seriously imagine that a Bulgarian going to a municipal office in some one-horse town in the UK is going to find anyone who speaks even a little Bulgarian? And why should forms here be in any (or indeed, every) other language?
