Developed countries got rich using not too "green" but cheap and effective sources of energy. Now that they are developed and rich, they can afford to become "green". Developed countries are now trying to deny these cheap and effective forms of energy to poor and developing countries because they are not "green"? Most developing, poor countries can't afford "green". If you want that, go back to Germany.

Of course, Bulgaria needs infrastructure, energy and jobs. I would be the last one who would deny this.
But why not create jobs with green energy? Why only with technology from yesterday with so much risk to the environment and no solution for the waste problem?
And btw, energy wouldn't become more cheaper.
It's rather naive to assume that any of the electricity export revenues actually end up paying for public services!
It is surely spent on something, rather as apparently millions of Bulgarian taxpayer's money from the budget surplus was spent on unexplained expenditure shortly before Christmas. The opposition complained about it, that the government never accounted for what it was spending large sums on just a few days before the parliamentary recess. Apparently no answers were forthcoming.

Where is the BG government to get the money to provide basic services? Since no one in Bulgaria wants to pay taxes, the government has to generate revenues by means other than taxation. If the police and the teachers and the pensioners and the farmers want more money, the government will have to sell electricity, and the more the better. Hell, they have to sell their arses to the EU to satisfy the demands of their constituents if they want to be re-elected.
Bulgaria already produces more electricity than it needs, without these nukes and without the gas! Therefore any extra generating capacity is just about electricity exports, creating profits for the still nationalised NEK. What happens to those profits?
Re-booting this nuke will not create any jobs, except maybe for crooked accountants who will salt away the millions in extra electricity export receipts to tax havens like Luxembourg, Barbados, etc. Then when this corrupt government falls, various ministers and officials of NEK, NPP will have "nest eggs" to spend on new cars, villas in South of France, etc.
