Or is it that the cost of Belene is spiralling out of control and they need a few extra million to service the loans?

Instead of spending however many billions on a new Nuke, they could have expanded their gas storage facilities. Germany has Gas storage facilities for several months. This doesn't just protect them against crises like the current one. It also enables them to buy their gas in the summer when it is cheaper and store it for the winter thereby stabilising the price of gas within the country.
The president should focus on modern and green technology and look into the future then whining and blaiming others for own faults.
