"Bulgaria shut down the other four units under pressure from the EU, which feels the old Soviet-made reactors were unsafe."
Just for facts' sake: Bulgaria and the EU *agreed* to shut down Kozloduy 1 to 4. At the time of the agreement both as well as the G8 did not 'feel' that the reactors were unsafe, but concluded on the basis of extensive analysis that the reactors were unsafe and could not be upgraded to a sufficient level.
The EU then agreed to help Bulgaria finance the early closure and decommissioning, as well as develop replacement capacity. The EU has fulfilled this promise and the complete capacity of Kozloduy 1 to 4 was already replaced even before Kozloduy 3 and 4 were closed down last year. Bulgaria started large scale exports of electricity only after Kozloduy 1 and 2 were closed and even in 2007 were able to export a large amount of power.
