The EU Commissioner for consumer protection Meglena Kuneva announced Monday the European Commission was going to start a penal procedure against the country if it was discovered that the electricity and heating bills were larger than the actual consumption.

Kuneva made this announcement in Sofia at a public discussion on the "Protection of Energy Consumers".

"I would not stop such a penal procedure if it could rectify the Bulgarian legislation", the Commissioner said adding the decision for any EU sanctions was to be made within days.

In Kuneva's words, over 46% of all complaints by Bulgarian citizens to the European Commission had to do with problems with their electricity and central heating bills.

"If we are unable to understand our electricity or heating bill, it cannot be expected from us to be committed citizens in supporting this or that economic policy. Plus, those in big politics should not forget that the consumers are also voters", the EU Commissioner stated.
