Foreigners are those who most often adopt Bulgarian children with disabilities, social workers reported at a round table discussion over the problems of children in unequal social position.

Bulgarians usually do not have enough money to provide these children adequate medical care and that is why they spend years in institutions before foreigners adopt them, experts said at Friday's discussion "Hear the child."

"We have problems and we are not trying to hide them," Bulgaria's Minister of Labour and Social Policy Emilia Maslarova commented.

According to the minister, the greatest problem is that 96% of the children in institution have at least one parent, who just does not want to take care of their kid.

Maslarova said that a project for a new Family Code has been prepared and changes in the law would allow children to be adopted if their parents leave them for more than a year in an institution.

Statistics show that about 6% of Bulgaria's children live in institutions, which is the highest percentage in the EU.
