The traffic disruption that stranded thousands of passengers on Hemus highway following a light snowfall failed to move those in charge, who say that is normal for this time of the year.

The statement was made by Vesselin Georgiev, head of the Bulgarian Road Executive Agency, who was summoned in parliament to render an account of the situation.

"The flow of traffic on Hemus highway returned to its normal pace as early as 5 pm on Wednesday," reads Georgiev's report.

According to it the traffic was impeded not by a delay in dispatching the snow removal machinery, but by a few heavy trucks that got stuck.

Later in the day, talking to reporters, Vesselin Georgiev admitted that the companies in charge of clearing the highway failed to do so on Wednesday.

"Why do we always have to blame someone when something bad happens?" Georgiev wondered in front of the amazed reporters.

Yet representatives of the transport and disaster management ministries will have to decide later on Thursday who should be held responsible for the jam that paralysed the traffic from the capital to Northern Bulgaria.
