The district of Stara Zagora is the worst-hit by the torrential rains that swept many parts of the country on Sunday.
The biggest artificial lakes in the region, Koprinka, Rozov Kladenets and Ovcharitsa, still have enough free capacity.
The emergency state is to stay until Wednesday, authorities said.
Earlier in the day, traffic between the towns of Stara Zagora and the nearby Kazanlak was cut off and diverted after the Muglizhka River submerged the main road.
Rescue teams have evacuated seven people from their houses in the village of Malko Kadievo.
Saedinenie municipality saw a lot of yards and warehouses in its industrial zone submerged.
Most of the houses in the Roma district there have also been flooded, authorities reported.
This is the second time this year that Bulgarian authorities are facing an uphill battle in shoring up rescue efforts following the floods that swept northeastern Bulgaria at the beginning of August.
The downpours claimed the lives of eight people and damaged thousands of homes in the worst-hit town of Tsar Kaloyan.
The floods in Tsar Kaloyan followed torrential rains over several days, which came after weeks of sizzling heat, drought and wildfires.
