Kosovo Ready to Declare Independence in November

Kosovo Prime Minister Agim Ceku proposed on Friday that the UN-administered province declares independence on November 28 if the deadlock over its future persists.

The date is full of significance for the province's Albanian 90% majority, as it is then that Albania celebrates its own independence day.

Ceku argued Kosovo had little choice as the West's efforts to agree a transition period and eventual independence have failed in the face of Russian and Serbian opposition.

Moscow has threatened to veto any plan that would amount to outright independence, partially in support of its traditional ally Serbia, partially keen to avoid setting a precedent that some of its own disgruntled provinces.
