Israel and the Palestinian Authority are at loggerheads over whether Yasser Arafat should be allowed to travel to Beirut for this week's Arab League summit. A Saudi-sponsored plan to end 18 months of violence between Israeli and the Palestinians is due to be discussed at the summit. The Palestinian Authority has rejected as "blackmail" Israeli demands that a ceasefire be agreed before travel restrictions confining Mr Arafat to his West Bank headquarters are lifted. The latest US-brokered talks between the Palestinians and the Israelis come after Sunday's talks, also chaired by Mr Zinni, ended without agreement on a ceasefire deal.
