One Tax Too Few

Decided on fixing Bulgaria (or at least the parts of it not to his liking), Sofia's mayor once again suggested a bright idea that doesn't really fall under his jurisdiction. Foreign prosecutors and judges should monitor all the court cases in Bulgaria to make sure there is no corruption, Borissov said.

We are all used to Borissov's grand ideas. His brain seems to be filled with "shoulds" concerning not only Sofia but the whole country, wide and far. It really doesn't matter that few of his ideas have actually worked so far and that apart from a couple of new trees, Sofia is still the same messy place. His supporters believe that he is the best future PM, nevertheless, and it seems as though he believes it too for his ideas grow in scale by the day.

Still, there is one big problem with his latest suggestion, namely cash. A large percentage of Bulgaria's budget goes to the gray economy, US Ambassador John Beyrle had estimated, saying that the biggest tax that Bulgarians paid was the corruption tax. And until Bulgaria's judicial system is back in order we'll continue to pay that tax, except this time we'd have to cough up a lev or two more for the foreign experts. Knowhow and expertise are among the most expensive goods right now, especially if you have to import them, and we all know the state our budget is in every time.

Where would the cash for those experts come, I wonder. It surely wouldn't be the Defense Ministry's budget, after all they need more money to make the army a professional one. I don't expect MPs to give up their cars or any other perks either. The State Administration is in the middle of an ambitious restructuring plan and that leaves few options. And all of these options seems to fall in the sphere of social services - education, healthcare, pensions - the areas where the budget is never enough as it is.

The way I see it, Bulgarians are in for a new tax - the criminals' tax. It would go for paying the foreign experts to catch the criminals we can't handle ourselves and hopefully it will grow smaller by the year. Until one bright day we have no more problems with the justice system, all or tax money goes to the right places and we have restored our fate in the authorities... What a difference one tax makes.
