The European Parliament elections next month hold little interest to anyone except the several hundred people in the race and political strategists.

For the first, it is a chance to obtain a well-paid sinecure job in Brussels, but for the latter the polls will define the running ground for a much more important vote - the local elections in fall.

This is the first real test for the party that Sofia mayor Boyko Borisov founded but stubbornly refuses to lead (officially), even though his media appearances of late have more to do with GERB than with the Sofia City Hall.

The self-proclaimed "champion of the right" kicked off the electoral campaign on Sunday by reiterating his opposition to the ruling coalition.

Borissov has stayed true to this message since becoming mayor of Sofia in 2005 and will clearly run his re-election campaign on the same platform.

The immense popularity he has amassed as "the top cop" under the previous cabinet appears unshaken by his failure to solve many of the capital's pressing issues, which he blamed on the Socialist opposition in the city hall.

What is worrying is the complete absence of any clear policy proposals.

Popular disaffection with the political status quo will only take you so far with the rightist-leaning voters targeted by Borissov.

They tend to be better-educated and harder to sway by populist messages that so far have been the mainstay of his discourse.

Bulgarians have been looking for a savior to deliver them from the pains of the transition for a while now, but they would be wrong to count on Borissov unless he adds some substance to his watery declarations.
