EU governments agreed to raise their average Official Development Assistance (ODA) to developing countries to 0.33 pct of GDP by 2006, a move which will have the effect of increasing the EU's avergae ODA to 0.39 pct of GDP, an EU official said.

The decision was taken ahead of this month's UN Development Conference in Monterrey.
