Bulgaria's Energy Minister Rumen Ovcharov is a tough and obstinate man. We knew that before and tried hard to see the benefits even when the business news about Gazprom, Belene and Burgas-Alexandroupolis were indicative of one thing only - Bulgaria was being tied too closely with Russia. Business news behind which stood political decisions, business projects behind which stood the future of ... Bulgaria's foreign policy.

The obstinacy that Ovcharov demonstrated on Monday by coming up with a work-around for re-opening units 3&4 of Bulgaria's sole nuclear power Kozloduy raises questions and concerns. Especially after the clear position of the European Commission Representative in Bulgaria, who simply told us to forget about recommissioning.

The European Union may still be in the process of building its common energy policy, but it is not common for a member state to act as Bulgaria does now. Small surprise Bulgarian politicians have managed to garner the support of countries, none of which are members of the European block and may have a good reason to try to please us - Macedonia, Serbia, Albania, Croatia. Greece and Romania prefer to keep their silence.

On the eve of its accession to the European Union, Bulgaria tied itself to Russian partners not in one, but three major energy projects. Wonder why I keep thinking about this now...
