Dumbfounded by their own system for heating calculation, Sofia's Toplofikatsia have come up with the perfect plan to stop people from cheating their neighbours and the state. A detailed bill explaining just how much each resident of the block spent on heating will be given to the house registrar so they do their own math. To quote Toplofikatsia's newly-hatched chief Nasko Mihov, when they go to their neighbours to drink rakia, people can see for themselves if the place is too warm.

This idea is actually brilliant if you are a Toplofikatsia employee. See, first, the company has washed its metaphorical hands clean, saying "we have no other legal way to check who has been scamming on the heating". Also this will probably lead to so many petty quarrels among neighbours that it will ultimately be the end of collective claims against the heating provider. And let's not forget the fact that bills will probably rise because of the extra energy needed to compensate for the cold that settles once everyone starts freezing out their rakia pals.

Neighbours in Bulgaria are already nosy enough as it is, but now they will try to sneak into each other apartments on any occasion (probably carrying a well hidden thermometer and a ruled notepad.) From what I know Mr. Mihov's own neighbours aren't too nosy (although they occasionally grumble to the media about the fact that he complains of loud music.) But now I do hope they all start dropping by his place often enough for a rakia, with their thermal sensors well tuned, so he can get a taste of his own medicine.
