Bulgaria's government intends to reduce the number of children who drop out of school from the current 20% to 15% until 2009. Hooray for them!

The government has always been very careful on young Bulgarians' education, but the youngsters from their part have in the same time being absolutely reckless about it. The idea is to keep the children in school by providing them good school basis and nutritious food, but none of the politicians got a thought of obliging parents to keep a watchful eye on their offspring.

I first heard the news on the radio this morning and then I got the bus to work. On my way in the crowded vehicle there were two boys, aged somewhere between 14 and 16. Guess what they were talking about? "The class teacher called my mother to inform her I skipped classes three consecutive days last week. I'm gonna kick her ass for that," one of them said. "Yeah, she's such a witch, she called my parents too. What are we going to do now? I have run out of fake doctor's notes to justify my absence," the other sang along.

But none of them seemed really worried that his parents will ground him. The government has not taken that into consideration when suggesting more strict measures. Maybe it is the parents that should be fined and grounded if they fail to make their children attend school. I suggest a new law on education: for every unjustified skipping of classes a fat fine to be imposed on the parents and if the lovely offspring makes it again, to give them a rod.

It sounds really barbarian, but if peaceful ways result useless; maybe coarse parental advice will reduce the numbers and every seventh child, who will not graduate from school now, will be forced to get a proper education in future.
