Bulgaria's government decided Thursday to apply the Hare-Niemeyer method for allocating MEP mandates between the different parties, coalitions and initiative committees.
The largest remainder method is one way of allocating seats proportionally for representative assemblies with party list voting systems .
The majority turned down a suggestion that parties and coalitions that haven't gathered enough votes for 1 MEP seat should be able to transfer them to another party.
On Wednesday the MEP voting law created a scandal in Parliament when centrist Simeon II National Movement turned against their coalition partner Movement for Right and Freedoms. The law now states that only Bulgarian citizens over 18 years of age who have lived in Bulgaria or a EU country in the three months prior to the vote may cast their ballots.
