Judiciary reforms, strengthening the effectiveness of courts and transparency of proceedings - these high-polished lines in each EU scolding report turned into shallow statements after I read a piece of news this morning. A court in Dobritch has forced an elderly lady to sell her apartment to carpet her neighbours for the installation of an elevator.

Elevating high the reliance on a justified decision, the lady woke up one morning with a court decision saying she has no other choice except to cover her share in the costs for the long-coveted elevator. No personal choice, no private property - she MUST pay... not to mention the asked sum of BGN 2400 is just a dream for a pensioner in Bulgaria.

Thus the power of majority subdued the individual making her have an elevator in the living room. Neighbouring in Bulgaria is a real phenomenon - believe me. Every apartment block is a scaled model of the complex economic and social labyrinth in the Bulgarian society. Private property collides with the so-called "neighbouring rights" where the majority will remain unchallenged by whatsoever personal opinion. Let's hope this apparent laming judiciary case would not be skipped by the watchdogs from Brussels - it does deserve second thoughts!
