EU Reveals Bulgaria, Romania Monitoring Gears

The EC has drawn up the monitoring mechanism on newcomers Bulgaria and Romania to ensure they sustain the pace of reforms.

The decision to approve the documents was adopted Wednesday, on the eve of a key summit to put the final welcoming touches to the two countries' entry, the Bulgarian News Agency reported.

The EU's executive has worked out a report listing all measures and inspection mechanisms to be used for monitoring reform progress in the two countries.

The proposal will be voted by the EU leaders in Helsinki and will be enforced upon the EU entry of the two countries, 1 January 2007.

In its final monitoring report on Bulgaria's EU entry readiness released on September 29, the EC said that regular inspections will be carried out to monitor reforms progress even after the two Balkan states are full fledged members.

The country will have to report of the measures undertaken every six months to avoid the introduction of safeguard clauses.

The first of reports will be issued in June next year. The European Commission will continue providing financial and technical support to Bulgaria and Romania to go ahead with reforms.

The monitoring mechanism will be removed once all requirements in areas of concern are completed, the EC said.
