Cashing-in from people's misery and misfortune has turned out to be the latest "entrepreneurial" fashion at some places. An investigation stirred by indignant citizens and media disclosed that an impressive sum of BGN 150,000 had not been used for building or repairing homes ruined by last year's floods but for somebody else's "needs". Probably the effect of self-confession on the part of involved municipal officials, including a mayor, is sought to exculpate their crime, but the stink of such arrogance is quite non-understandable by ordinary people. The penalty they are due to receive is probably not the most important thing; we continue asking ourselves how this is possible under the eyes of local authorities and the central government. Because once there is a clear, transparent and functioning mechanism of monitoring and reporting on the used aid, such disgusting news will be an act of virtuoso conspiracy - as it would be almost impossible. The emphasis on pertinence of these people to an ethnic minority serves no good - misuse of funds allotted after the floods occurs at many other non-Turk municipalities. Interestingly, how is then the EU Solidarity Fund's aid used?
