Coming upon assurances that Bulgarian government is already tutoring the avant-guard of its EU-fund managers, I remembered an old saying that it's better late than never. Building up an institutional capacity to secure effective absorption of the EU funds is truly a hard task - especially when you do not have much history in this field. Organization, discipline, timeliness - these are just some of basic rules that Bulgaria's first EU moneymen should learn. They will be the guarantee of the whole administration and beneficiaries here that grants transact fluently. I believe this avant-guard of some 1000 officials studying hard how to manage funds from the EU will prove the highest standards of Bulgaria's education, personal motivation and professional ethics. Because once you respect your work, the parties affected by your work will pay back multiplied respect. That is what an efficient state administration should strive for.
