Bulgarian farmers use just one-third of funding extended under the EU pre-accession program SAPARD, which aims at supporting the development of the agrarian sector and rural regions, data from the Agrarian Economy Institute show. Among the reasons for this high level of inefficiency the report points out inability of Bulgarian agrarian workers to develop their ideas, lack of experience in using modern agriculture technologies and developing business relations. According to local producers the lack of clear and simple explanations on the projects creates serious difficulties in its application. No more than 10 out of all 50 projects approved so far have been have been implemented since the program was launched last year. Bulgaria was the first European Union applicant to be granted funds under SAPARD. The country is entitled to EUR 53 M a year.
