Deja vu

Opening a hot summer, Bulgaria has apparently opened another season of flooding. Climate is changing - even the firmest skeptics should admit it, and heavy rains during hotter summer will be a growing common phenomenon here - and nothing calamitous in the simple fact of it. What seems to be more calamitous than the storms and torrents is the alarming repetition of events, which occurred just a year ago. Last summer's massive flooding was caused to a large extent to silted riverbeds and uncleaned canals. This year's first reminding of nature's might put forward the same problems - a year after it was evident what should have been done. What do we need more? Governmental commitment? Bulgaria has a new Disasters Management Ministry. Funds? It was just a month ago that the EU Solidarity Fund paid off hefty aid for Bulgaria to reconstruct its flood-damaged infrastructure. Experience? I believe no one would like to see his home flooded twice or trice. Well, I suppose a more relaxed season will come in after lessons are drawn from affects of over-construction, unfinished roads and poor (or missing) sewage system and unfriendly look to environment. Nature is a good teacher - only when you have learned your lesson well!
