Hurray! Bulgaria's parliament adopted Thursday the third ever amendments to the country's constitution in a historic step meant as a signal for Brussels that we can "sort out the mess". The solemnity of the moment however was missed by the electorate. It was hard to share the joy of self congratulatory back-slapping MPs after weeks that saw the ruling coalition fall over the proposed amendments (only to hug and kiss on the next morning) and European Commissioners propose safeguard clause over these very same changes. The average Bulgarian would hardly grasp the flaunted far - reaching consequences of the changes for more justice in court. And he would justifiably wave off the arrest of a crime lord on this same Thursday as a storm in a teacup. What he will remember however is that politicians completely failed in communicating to voters and foreign observers the motives and consequences of adopting or rejecting the changes or the enforcement of justice-related limitations. The case was a chance for Brussels to get to know its Bulgarian partner better. It seems more than likely however that the flourish of trumpets and shouts of "hurray!" at their eventual wedding on January 1, 2007 will be checked by one or two safeguard clauses.
