Tens of thousands of people who fled a volcanic eruption in Congo streamed back to their ruined town across a vast field of still steaming lava on Sunday, throwing emergency relief plans into disarray. The returnees, gambling that no more lava from Mount Nyiragongo will engulf the lakeside port, appeared to form a sizeable proportion of the estimated half a million who fled Goma Thursday and Friday after the eruption.
