German newspaper 'Sьdddeutsche Zeitung' published an article about the illegal adoption of Bulgarian children on December 14. In the spring of 1999, the German public prosecutor tracked down an American solicitor who, via Munick, offered children for adoption on the Internet. Commercial adoption is forbidden in Germany. She either gave the children to couples who were
too old to adopt officially or to members of the American forces. A Bulgarian ex-general picked the children from orphanages and obtained the necessary permission from the Bulgarian officials. The future parents paid 17.000 USD of which the general cashed most. The solicitor received 2.000-4.000 USD, the rest was for a social worker who wrote the necessary social reports about the families. At least 21 children from Bulgaria and Poland have been adopted this way. The American solicitor, Mrs. B. is now faced with a suspended sentence of one year. This is the minimal possible sentence. "All children would have had no future in their own country", public prosecutor Beate Miksch
said. She feels the children’s lives have improved and that the American solicitor knew what she was doing was illegal, but didn't feel it was wrong. In one case the solicitor waived her fees because the child had a harelip and the adoptive parents paid for the necessary operation. All children are allowed to stay with their adoptive parents.
