While the political elite is busy with mixing and matching a cabinet of "European integration, economic growth and social responsibility", voters are keen on the personality to take over the chair of prime minister.

The National Assembly has voted this week to adopt a declaration on the country's priorities for the next four years. Lawmakers from all parties agreed to adopt legislation necessary for EU accession. This includes reform of the judiciary and measures to combat corruption. The declaration came after repeated warnings from EU officials that Bulgaria and Romania could miss their chance to join the Union on 1 January 2007 if they do not speed up the reforms.

In a puzzle where almost each pace is pre-determined, the decision-makers include the president, the former and the most probable next prime minister of Bulgaria.

Bulgarian President Georgi Parvanov heads an institution largely seen to play a representative role, but with the fragmentation of local political life in the last years, he emerged to be an important figure. Let's just consider the road made from the building of the Council of Ministers to the Presidency where every second day consultations are being held.

Outgoing Prime Minister Simeon Saxe-Coburg holds the strongest ace of the middle-man who has the last word to decide the situation.

The right to sit on the premier's chair belongs to Sergey Stanishev, the leader of June 25 election winning Coalition for Bulgaria. No councilor of his, however, has predicted that this win would be a "Pirus victory", as the socialists are in fact deprived of any opportunity to take solo decisions.

And while political parties are gambling the cabinet, the only constant figure in Bulgarian political life is waiting. Because Ahmed Dogan and his Movement for Rights and Freedoms have inevitably hit the last gong at political events in the country.

So, the no-win situation in Bulgaria is quite resembling that of The Three Musketeers of Dumas - three plus one is now the formula, which decides the future of Bulgaria. And probably some of the answers should be sought at the Presidency, rather than at the headquarters of political parties.
