Born on December 23, 1949 in Sofia. Married to Elena Kostova, has two daughters.

He graduated 18th Secondary polytechnical school "Kiril and Metody" (at present called "William Gladstone"), Sofia, 1967.

Worked in the Electric appliance plant - Sofia, 1969. Military service in Kardjali, junior sergeant.

An aerologist in the Hydrological and Meteorological Institute - Sofia. Studied for pilot in the Agricultural aviation in the town of Kremenchuk, Ukraine. 1974.

Graduated in Economics from the University for National and World Economy in Sofia 1974, and later in Mathematical Modeling of Economic Processes from Sofia University "St. Kliment Ohridski".

Chief of Planning department in the paper-manufacturing plant in Sofia, 1979. Assistant professor in Political economy at the Technical University of Sofia, associate professor since 1992.

Institute for the upgrade of qualification in Moscow, 1982-1984. Ph.D. in Economy. Member of the Council of Economic Experts of UDF 1990.

Chair of the National Coordination Council of UDF December 1994 - April 1995. Chairman of UDF since December 1994 (reelected February 1997). MP (elected in Plovdiv) in the 7th Grand National Assembly (Parliamentary UDF), 1990, 36th, 37th and 38th National Assembly (Parliamentary UDF).

Chair of the Committee on Economic Policy in the 7th Grand National Assembly 1990. Minister of Finance in the cabinets of Dimitar Popov and Filip Dimitrov, December 1990 - October 1991.

Minister of Finance in the cabinet of UDF, November 1991-December 1992.

Deputy chairman of the Parliamentary Group of UDF in the 36th National Assembly, 1993-1994. Prime Minister of the Republic of Bulgaria, May 1997 - June 2001.

After the loss of the Parliamentary elections in June 2001, he resigns the UDF chairman position. Member of the National Executive Council of UDF until March 12, 2002.
