Cabinet approved decree in pursuance of the United Nations Security Council Resolution 1373 adopted on September 28, 2001. Resolution 1373 unequivocally condemns the terrorist attacks that took place in New York, Washington, D.C. and Pennsylvania on September 11 and lays out steps and strategies to combat international terrorism. By resolution 1373 the Council calls on all states to report on actions they had taken to that end no later than 90 days as of September 28. In pursuance of Resolution 1373 the Cabinet decided to prohibit Bulgarians or persons or entities in Bulgarian territory from making funds, financial assets, economic resources, financial or other related services available to persons who commit or attempt to commit or facilitate the commission of terrorist acts. All forms of supports to entities or persons involved in terrorist acts are prohibited. The draft also ensures that all terrorist acts are established as criminal offenses in domestic laws. Under the decree Bulgaria is to prevent the movement of terrorists or their groups by effective border controls. All who commit infringements of the decree are to be administratively indicted, in case it is not a serious criminal offence. The Ministers of Finance, Economy, Transport and the Foreign and Interior Ministers are to control the observance of the decree. The Cabinet recommends that the Director of the Bulgarian National Bank control the decree observance as well.
