BULGARIA HEALTH FUND DELAYS SOFTWARE TENDER

Bulgaria's National Health Insurance Fund (NHIF) said on Monday that an international tender for providing software for the fund's information system, expected to be called in November, would be delayed.

Earlier this year, U.S. software giant Microsoft Corp. said it would take part in the tender and place a joint bid with Rila Solutions, a Bulgarian-registered software company set up and majority-owned by U.S. financier George Soros.

``The tender will be delayed because tender documents are still being prepared,'' a NHIF official told Reuters.

``It will definitely not be called in November and, probably, in December either. More likely it would take place in the beginning of next year,'' the official said.

The two-stage public tender will be organised jointly with the World Bank which extended a $60.3 million loan last year to support reform of Bulgaria's healthcare sector.
The value of the project, which is for providing software for the third and fourth phase of building the fund's information system, is expected to be around $8.0 million.

The software for the first two phases of the project has been provided by enterprise software supplier AremisSoft Corp. which has said it planned to bid at the new tender.

The company, delisted from the Nasdaq at the end of August for failing to provide timely quarterly figures, has been the subject of a U.S.

Securities and Exchange Commission investigation into its contract with the Bulgarian health fund.
