Putin Tightens Control on Russian Regions

President Vladimir Putin tightened Kremlin control over Russia's regions ten days after hundreds of children and parents died in the bloody hostage siege in Beslan, North Ossetia. In a meeting with more than 500 regional officials from throughout Russia, Putin called for giving the Kremlin direct powers in selecting regional leaders. Putin also urged a new system of proportional representation for filling all 450 seats in the State Duma.
