UK Prime Minister Tony Blair is set to announce this week whether Britain will hold a referendum on the European Constitution. He had previously rejected holding a public voting on the Constitution, which is due to be agreed by 18 June. The Sunday's issue of Independent said a decision on the issue could be made this week because Blair wants a "clear position" before the start of campaigns for the local and European elections.
