Southeast Asian foreign ministers are meeting in Vietnam's picturesque Halong Bay for talks on strengthening regional ties, and resolving a spat with the European Union over Myanmar. Overlooking the spectacular bay of 3,000 towering islets, ministers and representatives from the 10-member ASEAN bloc held a working lunch before heading into the formal session of their annual retreat. An ASEAN security community was one of three "pillars" included in the Bali Concord II, endorsed in October last year at the Association of Southeast Asian Nations (ASEAN) summit on the Indonesian resort island.
