US-Libya Ties Restored by 2004 End

US and Libya could restore diplomatic relations by the end of the year, the leader of a US Congressional delegation said Monday as he arrived in the capital for his second visit in a month. Rep. Curt Weldon, R-Pa., was leading a seven-member delegation that planned to meet Tuesday with Libyan leader Moammar Qaddafi and Prime Minister Shokri Ghanem. The prime minister's recent remarks suggesting Libya hadn't taken responsibility for a 1988 bombing of a Pan Am jet over Lockerbie, Scotland, briefly threatened to derail the fresh start. Qaddafi agreed to dismantle Libya's nuclear program under US, British and UN supervision, in return for a restoration of diplomatic ties with Washington.
