Europe's five biggest states agreed a raft of proposals to step up the fight against terrorism and organized crime, including the possibility of sky marshalls on board passenger planes. The interior ministers of Britain, France, Germany, Italy and Spain agreed in principle on the use of armed marshalls to deter potential hijackers. But they would not be employed every time nor on every plane, according to French Interior Minister Nicolas Sarkozy, speaking on behalf of the so-called G5 countries.
