The Massachusetts Supreme Court ruled that lawmakers should allow full-fledged marriage for same-sex couples because anything less would make them "second-class" citizens. Following the ruling the first gay marriages in the United States may begin within months. Seen as a major victory for Massachusetts gays, the decision has drawn a stern condemnation from President George W. Bush. Vermont is the only state that allows civil unions, although other states including California allow a system of domestic partnerships that give very limited recognition to gay couples.
