Ireland Faces Difficult Six Months At EU Helm

The first six months of 2004 will be marked with the EU Presidency of Ireland. Not only will Ireland be the first EU member state to preside over a Union of 25 member states, it will also have to try and kick-start the failed talks on the new European Constitution. Meanwhile, EU leaders in June will have to nominate a new president of the Commission, a new High Representative and a new deputy secretary general of the Council.
