Dutchman Jaap de Hoop Scheffer took over as NATO's top official Monday pledging to unite the alliance as it prepares for a wider military role in the most troublesome sites on the world. Arriving for his first day as secretary general, De Hoop Scheffer said Afghanistan was the immediate priority for the alliance, which is planning to extend its peacekeeping mission beyond the capital, Kabul. Any decision on a U.S. proposal for NATO to take on a military role on the ground in Iraq will have to wait, he said.
