2 US Soldiers, Kurdish Official Killed in Iraq

Two US soldiers and a Kurdish official were killed in separate attacks in Iraq as France, Germany and Russia expressed bewilderment with a US decision barring countries that refused to join the Iraq war coalition from bidding for lucrative contracts in the war-torn country. Iraq's US-installed Governing Council meanwhile voted Wednesday to set up a special tribunal to try Saddam Hussein- era atrocities, while authorities imposed fuel rationing in one of the world's leading oil states.
