US Secretary of State Colin Powell said Thursday that he saw hopeful signs that NATO may be moving toward acceptance of an expanded role in Iraq. Powell raised the issue in a speech at the start of a NATO foreign ministers meeting and said afterward that "not a single member" of the alliance spoke out against the proposal during subsequent consultations. But Powell made clear that NATO's immediate focus must be on an expansion of the alliance's role in Afghanistan where plans are under way for deployment of NATO forces outside of Kabul for the first time.
