Floods in southern France that have killed at least five people forced authorities to declare Marseille and its region a disaster area and prompted a visit to a crisis coordination centre by President Jacques Chirac. Torrential rain since late Monday has swollen rivers to dangerous levels, causing mass evacuations, cutting roads and rail lines, and requiring two reactors at a nuclear power plant to be closed because of vegetation clogging the rivers used to cool it. The dire situation dominated a cabinet meeting in Paris Wednesday.
