Serbia's presidential elections looked set to fail for a third time as independent observers said turnout was well below the required 50 percent threshold just three hours before polls close. The Centre for Free and Fair Elections said that at 5:00 pm local time just 29.5 percent of the Balkan country's 6.5 million eligible voters had cast ballots, less than the same time in the last failed election in December. Serbian law requires at least a 50 percent turnout for an election to succeed. Two presidential elections have already failed in the past 13 months because of chronic voter apathy, and two of the main opposition parties have called on their supporters to boycott Sunday's vote.
