With an appeals court expected to decide Tuesday morning whether to lift a delay of California's recall election, the GOP congressman who bankrolled the effort urged one of the two leading Republicans to drop out. Rep. Darrell Issa said Monday that if either state Sen. Tom McClintock or actor Arnold Schwarzenegger didn't drop out, he would urge voters to vote no on recalling the governor because a yes vote would assure a victory for Democratic Lt. Gov. Cruz Bustamante. Pro- and anti-recall forces were awaiting a federal appeals court decision on whether to hold the vote next month, each side hoping they had convinced at least six judges needed for a majority.
