ROMANIA TO RECEIVE MORE FUNDS FROM EU

Almost half of the 243.8m euro allotted to Romania within the PHARE [EU fund for reconstruction in Eastern Europe] and European Union national programs, 109.25m euro to be more precise are to be used for the regional development, the backing up of the small and medium-sized companies and the development of the human resources, the European integration ministry pointed put. The financing memorandum forwarded to the Romanian side and approved last week by the committee for the fund`s management says that, besides the above mentioned allotments, 67.6m euro are granted for taking over the community legislation, 22m euro for the implementation of child protection and national minorities [requirements] as well as 23.6m euro for meeting the economic criteria for the EU joining and the strengthening of administration capacities. The European Union yearly allots Romania, within the PHARE, ISPA [the development of the environmental and transportation infrastructures] and SAPARD [the rural development] non repayable loans amounting to 640m euro. The PHARE programme started in 1991 and it offers aid that the EU grants Romania with a view to meeting the admission criteria. In addition to the non repayable financing stipulated in the memorandum signed last week and aimed at the national programs, the EU gives an extra 55m euro for carrying out the cooperation programs on border issues with Hungary and Bulgaria.
