The US Secretary of State, Colin Powell, has asserted that a new message - allegedly from Osama Bin Laden - is proof of a link between the al-Qaeda network and the Iraqi Government. The Bush administration believes the tape to be almost certainly genuine and officials say the message heralds a "burgeoning alliance of terror". However analysts point out that, while the statement calls for attacks on Americans, it offers no support for the Baghdad regime. And Iraq itself has dismissed the US claim, saying the Bush administration was desperately trying to find any excuse for military action.
