US Ready for Dialog with N Korea

The United States has said that it is willing to consider energy aid to Pyongyang if it gives up its nuclear programme. Assistant Secretary of State James Kelly made the announcement after an hour of talks in Seoul with the South Korean President-elect, Roh Moo-Hyun. North Korea has escalated tensions over its alleged nuclear weapons programme in recent weeks, scrapping its commitment not to spread nuclear technology. Washington has previously made it clear that it was unwilling to cut a deal with North Korea, which it believes should not be given rewards for bad behaviour.
