The consultations of political forces represented in Parliament with President Rossen Plevneliev have come to an end. The reason for the consultations was the resignation of the Borisov 2 Cabinet after the failure of GERB at the presidential elections, reported BGNES.
In accordance with the constitution, after Plevneliev concludes the round of consultations with the 8 parties represented in Parliament, he will present GERB (as the largest party in Parliament) with a mandate for the forming of a new government. GERB already announced that they will decline the mandate.
After this, Plevneliev has to hand over the mandate to the second largest group – BSP. BSP also announced that they will refuse the mandate.
For a third and final time, the president may hand over the mandate to a party of his own choice.
Plevneliev, however, announced that he will first convene the Consultative Council on National Security.
Meanwhile, the president also turned to the Constitutional Court with a request for an interpretation as to whether the head of state has the right to call snap parliamentary elections without disbanding Parliament in the last three months of his mandate.
The Constitutional Court declared inadmissible the request of Plevneliev for an interpretation. According to the judges, the stipulations of the constitution are clear and it is not within the powers of the President to disband Parliament in the last three months of his mandate but he may form a caretaker government.
