Bulgaria's Parliament on Tuesday approved in a first reading changes to legislation that regulate the process of granting concessions.
The governing coalition says new rules will put an end to the practice of "eternal concessions" that have allowed for state assets to be swiftly handed out to private companies in return for minor fees fees and little debate.
Under the proposed amendments, the awarding of concessions should only lie with government and mayors of municipalities.
They would also require a Parliament vote on concessions whose period is 50 or more years.
To award a municipal one that is longer than 25 years would only be possible with the government's approval.
The changes have met resistance from opposition socialist BSP party, left-wing ABV (which quit the government) and natonalist Patriotic Front coalition which backs the cabinet but has no ministers.
Focus News Agency quotes ABV lawmaker Ivan Ivanov as saying that the new regulations will only cement the status quo by allowing companies to "plunder" state assets at low prices. The main governing party, on the other hand, argues that the amendments are in line with EU requirements but also might open the door to new investment.
