Changes to the rules of procedure of Bulgaria’s Customs Agency envisage the establishment of an inspectorate tasked with analyzing the corruption risk and proposing measures targeting vulnerable points of the system.

The new unit will also conduct checks on tip-offs and notify the prosecuting authority in the case of suspected criminal activity, etc, according to reports of Trud daily.

The unit will store asset declarations of customs officers and check their accuracy.

An inspectorate at the Finance Ministry is currently in charge of the oversight of both the Customs Agency and the National Revenue Agency (NRA).

The authorities plan to also establish a separate inspectorate in charge of supervising the NRA.

The draft changes to the rules of procedure of Bulgaria’s Customs Agency also provide for the closure of two directorates, one of them handling legal issues and the other one in charge of professional standards and control, and the strengthening of the capacity of the directorate managing human resources.

The reorganization is necessitated by the introduction of mandatory psychological tests for the appointment and promotion of customs officers.

The changes also envisage broadening the functions of the Customs Intelligence and Investigation Directorate related to the recent amendments to the Customs Act giving customs officers new powers in connection with the operational-search activity and the escort activity.
