Bulgaria: Bulgarian Cabinet to Establish Council on Anti-corruption Policies Bulgarian Deputy Prime Minister Meglena Kuneva is the most likely candidate to head the national council on anti-corruption policies.

The Bulgarian government is to establish a national council on anti-corruption policies, which will be an inter-institutional body with consultative, coordinating and control functions.

The body will be established as part of the implementation of the new anti-corruption strategy, which was adopted in April.

The strategy also foresees the establishment of a single anti-corruption body, which unites the Centre for Prevention and Countering Corruption and Organized Crime (BORKOR), departments of the National Audit Office and the Commission for Prevention and Ascertainment of Conflict of Interest.

The national council will be headed by one of the Deputy Prime Ministers, the most likely candidate being Meglena Kuneva, who will be selected by a decision of the Council of Ministers.

The council will also have a deputy chairperson, who will be Justice Minister Hristo Ivanov, daily Dnevnik reports.

Representatives of the political cabinet of Interior Minister Rumyana Bachvarova, her deputies as well as deputies of Minister Ivanov will also participate in the coordinating body.

The composition of the body will also feature deputy economy and finance ministers, representative of the Supreme Judicial Council (VSS) and the Inspectorate to the Council of Ministers.

The council will sit at least twice a month, with the possibility for convening extraordinary meetings.

Half of the members of the council have to be present in order for a sitting to take place, while decisions will be taken with overt voting and simple majority.

The sitting of the council will be held behind closed doors, but it is foreseen that briefings and messages will keep the society informed.

A citizen council will be established under the authority of the national council, featuring representatives of NGOs and business, who will exercise citizen control over the implementation of the anti-corruption policies by making statements and proposals.

Among the main functions of the national council is to coordinate development and updating of draft strategies, programmes and plans in the area of prevention and countering corruption.

The body will monitor the implementation of the adopted documents and will organise independent external assessment of their execution.
